National Black Caucus of Local Elected Officials Elects New President, Officers

- NBC-LEO (National Black Caucus of Local Elected Officials) elected a new Board of Directors at this year’s Congress of Cities in San Antonio. Mayor Pro Tem Audwin Samuel from Beaumont, Texas, was elected president by the membership during the general membership meeting. The group also honored outgoing NBC-LEO President Daisy W. Lynum, commissioner, Orlando, Fla., for her leadership over the past year.

“This year, I plan to help NBC-LEO strengthen its membership as a unit and ensure that our Board and membership become immersed in using innovative technology so that we can operate at the forefront of issues in our hometowns and at the national level,” Samuel said.

The NBC-LEO annual membership luncheon featured Dr. Frederick Humphries, regent professor at Florida A&M University and former president of National Association for Equal Opportunity.

Humphries discussed the importance of education and the tremendous work he has done to promote higher education within the African-American community. His remarks reflected upon his work in developing one of the country’s leading historically black universities. He stated that black women are earning college degrees at twice the rate of black men and emphasized the need to address this issue.
