Kenya Power-Sharing Agreement Needs Support From Parliament

The success of Kenya’s power-sharing agreement between the government and the opposition depends on laws Parliament must pass to outline the roles of President Mwai Kibaki and his rival, Raila Odinga, analysts said.
As leader of the opposition Orange Democratic Movement, the biggest party in Parliament, Odinga is expected to become prime minister. Today’s agreement doesn’t define his exact role except to say he will “coordinate and supervise” the government.
“What this agreement now represents is a distribution of seats, but what is needed is a sustainable end to the crisis,” said Francois Grignon, director of the Africa Program at the Brussels-based International Crisis Group. “Unless we have a clear program of government, this power-sharing won’t hold.”
